Profile

Mr. Vinod Kumar was formerly in the Indian Revenue Service and has 34 years of experience in tax administration. He has worked in various capacities under the Central Board of Indirect Taxes and Customs (CBIC) and has experience of framing tax policies while working in the Tax Research Unit in the Department of Revenue, Ministry of Finance. He was also actively involved in the formulation of policies leading to the introduction of the Goods and Services Tax (GST) regime in July 2017.

He has previously been co-convener / member of various committees set-up by the Empowered Group of State Finance Ministers and later by the GST Council to design and draft the GST laws. He was conferred the Presidential Award for ‘Specially Distinguished Record of Service’ on the occasion of Republic Day, 2009.

Currently, he is involved in capacity building programmes in the Revenue Department which includes training of officers, preparation of training modules / manuals, and conducting seminars / workshops in coordination with the National Academy of Customs, Indirect Taxes and Narcotics (NACIN). He has also been carrying out research in areas of interest to the Department of Revenue and recommended changes in the field of taxation. Six research papers have already been submitted to the department.
