NLSIU Conducts Training Programmes on Cyber Laws and Legal Framework of Procurement for Indian Army Officers

The National Law School of India University in association with the Army Training Command (ARTRAC), Shimla, conducted two Management Development Programmes (MDPs) for army officers on the essential legal concepts of Cyber Law and the Legal Framework affecting the Procurement of Goods and Services.

NLSIU signed a Memorandum of Understanding (MoU) with the ARTRAC that is aimed at providing training to 150 army officers over a period of three years at the NLSIU campus. The first instalment of the MDP was conducted back in June, 2023. The last leg of the MDPs under the MoU was organised from 15th to 20th July, 2024, for Cyber Law, and 5th to 10th August, 2024, for Legal Framework of Procurement, with 48 army officers participating.

The MDP on Cyber Law included a hands-on session related to cyber forensics and digital evidence extraction at the NLSIU’s Advanced Centre on Research, Development and Training in Cyber Laws and Forensics (ACRDTCLF) in addition to interactive sessions at the NSLIU Allen & Overy Training Centre.

NLSIU faculty along with some of the practitioners covered sessions related to an overview of cyber laws in India, including:

  • The Information Technology Act, 2000
  • Cyber forensics and digital evidence
  • Cyber space and internet governance
  • Cybercrimes: Offences and Penalties
  • Protecting vulnerabilities with an overview of the Digital Personal Data Protection Act, 2023.

The faulty coordinator for the programme was Prof. (Dr.) A. Nagarthna. 

The MDP on legal framework related to the procurement of goods and services aimed to equip the army officers with adequate foresight relevant to legal aspects of procurement. The resource persons highlighted the legal framework in the Indian legal system that permits the procurement of goods and services and the various hierarchy that exists in the current legal system.

There were various sessions focussing on the overview:

  • Public Procurement System in India
  • Constitutional Framework for Public Procurement System
  • Public Procurement Contracts
  • Tenders and Bidding
  • Sale of Goods and Services
  • Foreign Direct Investment and Taxation
  • Competition Law and Financial Instruments in Public Procurement
  • Intellectual Property Rights and Financial Instruments
  • Monitoring and Investigation and the Laws to Curb Malpractices in Public Procurement System

Mr. Amit Cowshish, IDAS (Retd.) conducted a session regarding the Defence Acquisition Procedure (DAP).  Rear Adm. Sudhir Pillai (retd.) conducted a session on the institutional framework regarding defence governance in India with emphasis on the law relating to the defence sector in India. Prof. Arnav Sharma was the faculty coordinator. 

At the end of the MDPs, a Valedictory Ceremony was held at the Training Centre where all the participating 48 army officers were awarded their certificates of completion. Rear Adm. Pillai (retd.) presided as the chief guest for the ceremony of the MDP of the legal framework related to the procurement of goods and services.
