NLSIU Conducts Training Programmes on Management Development for Officers of the Indian Army

The National Law School of India University in association with the Army Training Command (ARTRAC), Shimla has signed a MoU to provide training to 150 army officers for a period of three years through the Management Development Programmes (MDP’s) on Cyber Law and Procurement Law. NLSIU conducted two Management Development Programmes (MDP) for the Indian Army Officers at the NLSIU training centre in June 2023. There were 25 participants for the MDP on Cyber Law and 25 participants for the MDP on Legal Framework affecting procurement of goods and services. Prof. (Dr.) Nagarathana and Prof. (Dr.) Harisankar KS were the faculty coordinators for both the MDPs respectively.
The MDP on Cyber Law included hands-on session related to cyber forensics and digital evidence extraction at the NLSIU’s Advanced Centre on Research, Development and Training in Cyber Laws and Forensics (ACRDTCLF) in addition to the interactive sessions at the training centre. Major Soma John, JAG Officer, Karnataka & Kerala Sub Area HQ conducted a session on overview of defence laws in India for the cyber law participants and the NLSIU faculty covered other sessions related to overview of cyber laws in India, cyber space and internet governance, IT Act 2000, Contemporary issues in cyber laws, Cyber Crimes: Offences & Penalties, Privacy concerns in the digital world, protecting vulnerabilities and Intellectual Property Rights and Cyberspace.
The MDP on Cyber Law received an overwhelming positive feedback. One of the army officers mentioned: “It was very well complied and extremely well organised course. The topics included in the course were very well conceptualised and delivered. All faculty members were very well versed with their subjects.”
The MDP on Legal Framework affecting procurement of goods and services focused upon the efficacy of present legal (domestic and international) system to address the legal issues in the hands of procurement organization and to equip the army officers with adequate legal foresight on the relevant issues. The institutional and legal framework for procurement in India is derived from the Constitution of India. The President, through his exercise of executive powers, entrusts the function of procurement to the ministries of the Government of India. There is no central legislation governing public procurement in India. Comprehensive rules and directives are contained in the administrative rules and guidelines including, predominantly, the General Financial Rules. Rear Adm Sudhir Pillai (retd.) took an introductory session on the military laws in India for the army officers. This was followed by various sessions on the overview of the Public Procurement System in India, Constitutional Framework for Public Procurement System, Public Procurement Contracts, Tenders and Bidding, Sale of Goods and Services, Foreign Direct Investment and Taxation, Competition Law and Financial Instruments in Public Procurement, Intellectual Property Rights and Financial Instruments, Monitoring and Investigation and
Laws to Curb Malpractices in Public Procurement System.
At the end of the MDP, there was a Valedictory Ceremony at the NLSIU training centre where all the 50 army officers were awarded their certificates of completion. Major General Ravi Murugan, AVSM, General Officer Commanding (GOC), Head Quarters Karnataka & Kerala (HQ K & K) Sub Area presided as the Chief Guest during the valedictory ceremony at the National Law School of India University. He met the army officers and awarded their certificates.
